We are not sure how to create student usernames and passwords. We have looked in the Users part (with the flags next to it) in the Super Admin part but could not see what to do next and wondered if we were in the right place.

You're in the right place!
You should see an "Add User" link, click on it and you'll be asked for a whole load of information to create a user account.
